The UK and US have established a important bilateral deal that will ensure zero levies on UK drug products going into the US market.

Agreement Details of the Pact

In exchange for the tariff guarantee, the UK has agreed to increase expenditure on pharmaceuticals through the public health system. This move ensures that duties on these key exports will remain at nothing for a duration of three years.

This agreement comes after recent statements to significantly raise duties on branded pharmaceutical imports, with potential rates discussed up to 100%.

"This deal with the United Kingdom reinforces the global environment for cutting-edge drugs and introduces much-needed equity to American-British medicine commerce," a release noted.

Trade Importance

Pharmaceuticals represent one of the UK's most significant exports to the America, which is easily the biggest destination for leading companies like GSK and AstraZeneca.

Export figures indicate that in the one-year period leading up to September, the UK sold pharmaceutical products totaling £11.1bn to the US. This amount made up 17.4% of British export trade in that timeframe.

"This agreement protects jobs, boosts capital expenditure and paves the way for the UK to emerge as a international leader for life sciences," a government official commented.

Key UK Commitments

The agreement includes several specific pledges from the UK:

  • Revised Affordability Limit: The UK will raise the price threshold at which it judges new therapies to be unaffordable by 25%.
  • Boosted Medicine Funding: There is a target to raise total health service expenditure on drugs from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Payback Limit: The amount manufacturers must pay back to the NHS to control costs will be capped at fifteen percent. Last year, rebates topped 20%.

Broader Context

This agreement takes place against a ongoing row between the sector and the British authorities over spending levels and approval rates.

The disagreement were heightened by arguments that US customers were paying several times more for the equivalent treatments than patients in the UK and Europe.

Recently, several large pharmaceutical investments in the UK have been halted or cancelled, while substantial investments have been pledged toward US facilities.

One official stated that the NHS had to invest a greater share on drugs, noting that its budget allocation on drugs had decreased as a proportion of its resources over the past decade.
